To obtain the Flippers normally, you would need Ravio's Bracelet in order to get past the small gap between the Witch's House and the Zora River area, at least from the Witch's House side. However, it is possible to use a bee in order to boost the distance of a jump, enough to reach the other side, making it possible to get the Flippers before even going to Eastern Palace

How To

1. Spawn a bee by slicing the nearby grass
2. Stand next to the ledge, and jump off as the bee charges at you
3. Head up Zora River until you bump into the Shady Guy.
4. Either walk back to Kakariko (You can jump the ledge from the Zora River Side) or death warp to buy the Smooth Gem (200 Rupees).
5. Repeat steps 1 and 2 to return to Zora River, and return the Smooth Gem.

You still need Ravio's Bracelet to get the Pegasus Boots.
